I know that some people can't handle spiciness. I totally get it ... it's not your fault. But I gotta tell you - if you make this dish "non spicy" it loses the most significant part of the dish: Chili oil. The dish is literally translated to "Chili oil crossing arm" like the arms of the wonton wrappers crossing when you wrap it and dipping it in chili oil. So yes you can make this without the spiciness - but then it won't be Hong You Chao Shou which makes me sad face.
Anyways, Snoopy is uber picky about this dish - it's like how he feels about his dan dan noodles. So over time of tweaking I've come to realize the key really is in the chili oil. Not all Chili Oil are made equal: some chili oils are spicier than other, some more fragrant, others have more of a sesame tinge to it. So my advice is to pick your personal favorite chili oil and keep the other ingredient bases the same but start with only 1/4 of the recommended amount of the chili oil and add more according to your taste.
